NAVFAC Southeast Awards $49.5M Job Order Contract for NS Guantanamo Bay
Naval Facilities Engineering Systems Command (NAVFAC) Southeast announced Sept. 22 the award of a $49.5 million multiyear job order contract to support facility sustainment, restoration and minor construction at Naval Station (NS) Guantanamo Bay, Cuba.
Because NS Guantanamo Bay has no local commercial alternatives for utilities, housing or medical support, rapid maintenance delivery is critical to operational readiness.
“At an overseas installation like NS Guantanamo Bay, procurement agility directly supports operational readiness,” said Cory Iselin, a supervisory contract specialist with NAVFAC Southeast. “This job order contract reduces administrative delays, allowing our team to deliver timely engineering solutions and infrastructure improvements when installation commands and warfighters need them most.”
A job order contract, or JOC, is an indefinite-delivery, indefinite-quantity contracting tool based on pre-negotiated unit pricing from standardized industry cost databases. Rather than requiring separate solicitations for individual jobs, the JOC enables the government to rapidly issue task orders as infrastructure needs arise.
Centerra Integrated Services LLC, based in Herndon, Virginia, will perform the work across the installation. The contract supports utility networks, airfield operations, deepwater piers, communications facilities, barracks, family housing, clinics and recreational sites.
Work will focus on mechanical, electrical and plumbing systems, as well as roofing, building envelope repairs, interior renovations, and environmental services including lead and asbestos abatement.
Work under the contract is scheduled for completion by September 2031.
